Should I make a move??

I have been lusting after said guy for about 5 months now and have to say that it is gradually driving me in sane! We have only gotten the chance to speak to each other twice and he was the first to strike up the conversation. He is 21 and Im 23, so I dont want to scare him off. I know that some guys may find the older girl off-putting. Also, he and my brother are quite good friends. His father is my brother's boss. So that puts a slightly awkward spin on things. I wouldnt want to make a move on him if he was to relate this to my brother! Likewise, perhaps he's intimidated about getting to know me better, in case I would reject him. Im very confused as to how to handle this. I want him soooo much! lol Help guys!
