Will my slow internet connection affect the quality of my webcam on Skype?

I tried using Skype for the first time and was trying out the video tester and realized when my webcam came on that the quality wasnt very clear. I asked someone and they said it may be my internet connection (its a very slow connection). Could that be the cause or is there a way to adjust my webcam settings?
